EU Council expands space threat response to national systems

The Council of the European Union adopted a revised Space Threat Response Architecture on September 28, extending its coordinated response mechanism beyond EU programme assets to threats involving the security of one or more member states. The decision was published in the Official Journal on September 29.

The decision defines a space threat to include one arising from the deployment, operation or use of a space system, or a threat to a space system or service whose denial or interruption would harm the fundamental interests of the EU or a member state. The Council says the expanded scope includes national territory, space systems and services alongside the EU Space Programme and Secure Connectivity Programme.

A member state facing such a threat may ask the EU High Representative for Foreign Affairs to propose a response. The Council decides on a proposal unanimously. If immediate action is needed before that decision, the High Representative may adopt a provisional response; the Council must confirm, modify or revoke it within four weeks.

The urgent route has a predecessor. A 2021 Council decision already allowed provisional instructions for security threats involving EU programme systems, with those instructions expiring after four weeks unless the Council acted. The revised framework broadens the threats it can address and sets out options including diplomacy and proposals for targeted restrictive measures.

The European External Action Service describes the revision as a way to coordinate responses to threats involving EU and national space systems. The September decision establishes procedures and possible measures; the Council announcement identifies no particular incident, adopted sanction or provisional response under the new rules.
